If you have a stitched image, you can easily create a slider which moves your image left and right, thus looking like you're actually turning around. It's a bit flat but works nice most of the times. Code-wise, you'd just have to check the mouse position and move the image left or right. I think it'd be way easier to code one from scratch with your own needs, but other than that, I bet there are plenty of open source actionscript solutions for this on the web.
There are also several examples of "real" panorama depth emulation used in flash, nothing that comes close to QTVR though.
