Should I publish to Flash Player 6 or 7? 2004-03-09 - By Andreas Weber

Probably. Best is to test it with older Players: http://www.macromedia.com/support/flash/ts/documents/minor_version.htm
And here's the 'Flash Plugin Switcher', a great tool to switch the Players in the Browser(s) http://www.kewbee.de/FlashPluginSwitcher/index.php (documentation and interface in English)
And than you should have something like Macromedia's 'Flash Detection Kit' http://www.macromedia.com/devnet/logged_in/fsharples_detectionkit.html You specifiy which Browser version is needed - the user with older Players are automatically redirected to a page which prompts them to download the latest Player. (in Flash MX2004 it is integrated in the Publish Settings, no kit needed)
