As this evaluates to true only every second so, I don't see that the code execution could be responsible for the slow-down - rather the rendering of too many graphic elements (see Jesses post). I guess you have to think about how to simplify the graphics without losing too much. How does it run when you do ... random(100) ... ?
Working with Flash, it's always a tradeoff between great graphics/animations and acceptable smoothness of execution on an average system.
