There are many problems when it comes to carraige returns in Outlook and
Outlook Express because they behave differently, and differently again when
in HTML / Plain Text Mode.
In HTML mode (default in Outlook Express) all new lines are formed by a <div
/ >. To get around this and make something that works in both (even though
Microsoft say it is impossible in Outlook in certain circumstances), use a
combination of
%0d
and
%0a
..together.

I 'm trying to make a mailto link with some text filled in in the body
(used by Microsoft Outlook). I 'd like some carriage returns in there
but I don 't know how to do that. I know spaces are %20, but how about
carriage returns or line feeds?
