One way would be to draw a circle and a squre and connect them bu using the ruled surface tool. You'll probably have ot rotate the edges of the circle after the operation to get the conection straight. You're not going to be able to extrude a circle from a square. Splines are good for particular things like that, but very limited in most other ways
