You have two choices.  Once in the vertex modeler, you can click on  
Construct and then choose 3D and then rectangle (put in the size you want) and
you
are done.  The second choice is Construct and then 2D and then  rectangle (put
in the size you want) but once that is done, you'd need to click  on Model and
then Fill Polygon.  So, obviously the first choice is the best  choice.

Either way, you will have a flat surface that has no depth/size one way but  
has size both of the other ways, just like a plane.
