Wow, sorry to hear that you are having download issues. And 28K of all things...yikes!
Btw, have you ever tried the internet services at Kinkos printing services where you can use their computers over a high speed connection to download your stuff (you use their store debit card to pay for the minutes)? Or if you want, you can bring in your own laptop and connect to their high speed connection for free (at least it was free the last time I heard about it). It's at least worth a try.

Also, some hotels have seperate internet rooms which you may be able to use (though some may charge).
