Back I had that problem initially. Be sure and click below the name of the modifier--where the options for the modifier start to appear. This will cause the area where the name of the modifier is located to turn white (C5Pro). That indicates that it is selected. Then when you hit the mius key it should delete it.
I sometimes wish it were easier, but I think the reason it is that way is if you have several modifiers on one object. Keeps you from deleting the wrong one.

P.S. On a similiar note. Sometimes when I double click on an object in the scene list to go to the modeler for said object, nothing happens. I finally discovered why. Even though the object was highlighted in the list, you must click on the area where the text is located. It works every time that way.
