Back All objects in a scene are in all frame from the first frame. However, they do not have to be "visible" in the frame. This is the key. You should be able to animate the visibility of the object to make it "pop" into existance.
The "visible" checkbox is in the properties panel when that object is selected. You'll need to reselect the object via timeline or scene tree to re-enable the visible again.
