Alot of this is better served in Adobe Effects or other
post-production tool.  

However, Carrara can do volumeteric lights, so you can make light
cones.  Light by itself and by nature is invisible, only the results
of light bouncing off objects can be seen.  Volumetric lights simulate
light going through dust or water vapor which makes a visible cone...

Anyway,  the sphere thing would require several uses of textures and
alpha maps, and quite possibly animated textures; depending on exactly
what you are envisioning.  Again, this is better served in a post
production application.
