However, with the bottom grid selected (or any for the matter).  You
can always press the alt key while draging to constrain the movement
to the in and out directions.  You will still need to use two click
and drags, but it does allow for quicker placement.

Also, Hexagon supports the translocation relative to view.
(Personally, I've only tested it and I haven't found a desire to use
it but it is there.)  So if has has that program, he can model in the
way he wants.

BTW.  I don't know about the latest versions, but 3D Studio Max didn't
allow for movement relative to camera.  So, even one of the "biggest"
boys don't offer that feature that he wanted.
