Will the students have a full 3 weeks to work on this project or 3 classes spread over 3 weeks? How many hours do you expect them to spend on this project? The main steps in production are modeling, shading, and animating, and of course writing /storyboarding. You could easily spend a week on each subject (maybe combine modeling and shading).
I'd stay away from character animation. I'd give the students a broad subject like "a ball bouncing down a staircase" and let them elaborate on it: - modeling: how ornate is the staircase? What kind of ball? (soccer balls are very hard to model) Any props? - shading/lighting: different textures of the materials. shading domains,... - animation: squash and stretch, camera movements, animated lights,... - writing: can you make it dramatic, funny, abstract,...? Can you give the ball a personality?
Think of how much personality Pixar put into the lamps for Luxo Jr, or in a bike for Red's Dream.
