Just curious, how would you attempt to paint something like this?

Are there particle brushes in any other paint program? (Short of Maya)

Just wondering if it would be of interest to have the optipustics
portion (particle brushes) be available as a plugin for Photoshop or
others with an easy and affordable SDK

Any thoughts?
