Actually, I think it was Philip that mentioned Dogwaffle. :)  I
basically use Photoshop (as well as Paint Shop Pro) and many other
artist do, too.  I hear that some people like Dogwaffle for its
animation and video capabilities so that is something to consider if
you don't already have a video compositing package like After Effects
[ and it is also cheaper than AE.  :) ]

I think that Dogwaffle takes more of a "painting" approach while
Photoshop takes more of a "photo" approach to creating images. So for
certain textures, Dogwaffle may have an edge over PS, depending on the
look you want.

But the best thing to do is test drive it first before purchasing it
to see if it does what you want:
