DVD's are compressed with MPEG-2.   There isn't really a choice, it's
simply the MPEG-2 format.  You will need a program capable of
producing that or hardware, because it's a paid-for license to use and
I haven't seen an OpenSource project that is legit for this.  

However, I've seen "Movies to CD" for about $15 from Purplus.com that
is legitimate for this purpose.
