If I am understanding your question properly, you can use a mixer
operator in the Transparency channel, with Source 1 being your
inverted matte and source 2 being the color white at 100%, if you use
a value blender, you should be able to achieve the amount of
tranparency you need:

I don 't have time to whip one up right now, but I believe that would
be resolved by the creating your matte in a 2D paint program with
certain greyscale values for the portions of your image that you want
semi-transparent, opaque, or full transparent.

Doug, can I ask a personal question here...were you an all-star
baseball pitcher back in High School, because you 're sure throwing me
some curve balls today! [aw...just teasing ;)] Actually, I think this
is possible as well.
You need to manipulate the Opacity Mask in such a way to achieve this.
Use a mixer operator with the matte as a blender. Then in Source
1, use a value of 20% while in Source 2, use a Value of 100% and you
should see your square outline as semi-transparent while your decal
remains opaque:

If you want one of those "fancy " decals with plastic see-through edges
that follow the contours of the decal itself (that is to say, not just
a square one), then you have to create your matte in a 2D paint
program in such a way with greyscale values where absolute black will
be the background while the edges of the decal will be some
shade/value of grey.
Phew! Well, hope that helps. Stay tuned for some more interesting,
out-of-the-box effects with decal shaders in the upcoming edition of
3dXtract. I 'm putting the final touches on it even as I type.
