Windows Breakdown:

Windows 95 = Windows 4.0
Windows 98 = Windows 4.1
Windows 98SE = Windows 4.11
Windows 2000 = Windows 5.0 (Windows NT 5 specifically but was meant to
be the OS to close the gap between "normal" Windows and Windows NT)
Windows ME = Windows 4.2 or as I like to call it Windows 98 Third Edition.
Windows XP = Windows 5.1 (Windows NT 5.1 specifically. WinXP is the OS
that forever closed the division between "normal" Windows and Windows
NT. Finally.)

All of these Windows versions run what is known as Win32 applications.
That is Windows 32bit applications. The spec is known as Win32 though.
If you used Windows 3.1 right as Windows 95 came out you may remember
Win32s. That is Windows 32bit subset. It was a way to make certain 32bit
applications run on 16bit Windows 3.1x. The VAST majority of Windows
applications are written to the Win32 spec and will run on normal
Windows and Windows NT based versions of the OS. Some applications
written specifically for Windows NT will not run on normal versions of
Windows but these are rare in the grand scheme of Windows apps. Any
application written for "normal" Windows will run on Windows NT unless
it has a specific requirement such as DirectX 6 which is not available
on Windows NT 4.

So unless the package says it WILL NOT run on your specific version of
Windows if it says it runs on Windows 95 or greater it will 999 times
out of 1000. Baring of course the need of a special package such as
DirectX 9 which is available for all versions of Windows made since late
1998 plus all 4 versions of Windows 95 (Win95, Win95a, Win95b & Win95c).

Now, as a developer I HIGHLY recommend you upgrade to Windows 2000 or
newer. The reliability is at least 100 times better than any of the
"normal" versions of Windows. Note, that statement was not an
exaggeration. I was rebooting every 30 minutes when I was running
Win98SE and that was after a fresh install of the OS on a newly formated
hard drive with on Flash and other web development tools.

I hope that answers your question and a few others you hadn't realized
you meant to ask.  O:)
