My take:
As with most Carrara users some times you can stubbornly spend more time than is profitable just to figure out how to do it in C - even when a faster solution could be had using something else.
Harvey's formula idea sounds like an elegant way to get what you need. With my math skills I have to rely on brute force animation to get it done.
With that in mind here is one way to crack that nut that might be more trouble than its worth. But... once you've got all the issues worked out it could be a fast way to do future projects that need a similar effect.
Feed an animated height map to an Anything Grooves modifier applied to your conveyer belt. You can even use Carrara to make the map. I hacked out this sample in about 30 minutes (from making the map to rendering the moving belt). http://groups.yahoo.com/group/Carrara/files/c-belt.mov
(I think I flipped the normals on one section but the over all effect is still there) Timing could be tricky but since you are making your own height map you would have a lot of options for control.
