At the bytecode level, it's virtually the same as removing all
your elements from your current layers and starting afresh so
there's little difference there.

However, it can help on the design end if you have more than
one distinct section to the movie, want to separate them in a
logical fashion and aren't using shared libraries.  This way,
you can have logical separation but not need to reload your
existing assets in a new SWF.

The biggest downside with scenes is that while your movie is
separated into logical elements, it still makes for a larger
file to download and isn't divisible to allow for concurrent
development if have more than one person working on the SWF.

I much prefer to use shared libraries and multiple SWFs
instead when doing mainly development-oriented projects, but
I'll use scenes when I'm given .FLAs from a designer who had
factored the original FLA that way rather than ripping it
apart and reinventing the wheel.

Charlie Hall--I love the guy's music.  When I used to work
for The Man (as in working at JC's house), I used to play
it in the sanctuary all the time--loud.  Then the poop (for
Lutherans) hit the fan, we got new management in the form
of an autocratic and shifty senior pastor and I left for
greener pastures.  That's one of the three careers that I
had gone through--and I'm still only 26.
